'Foreign' has changed meaning in NASCAR when the cars are mostly made here

A little less than two weeks ago, NASCAR chairman Brian France admitted that his sport would be open to welcoming more foreign automakers into stock car racing, especially "foreign manufacturers now producing cars here in America."
