Progress being made in CBA talks?

After a lot of gloom and doom over the last week, there are rumblings that progress is being made in negotiations on a new collective bargaining agreement. Commissioner Paul Tagliabue sent an e-mail to teams saying the NFL would wait until Tuesday or Wednesday to say what the cap will be for 2006 and what the tender amounts will be for restricted free agents. That's a sign that progress is being made on CBA talks and that the NFL wants to wait to see if something can be agreed upon before making those announcements.
