Rookies to extend or decline

As the Oct. 31 deadline for rookie-scale contract extensions rapidly approaches, 18 eligible players in the 2009 draft have yet to be extended (not counting players with declined team option, or at less than three years experience, like Ricky Rubio).
Arguably the head of the 2009 class, James Harden, is likely to sign a max contract in the wake of his trade to the Houston Rockets. Then on Tuesday, the Denver Nuggets extended Ty Lawson, so here's a look at some 2009 draft picks I'd extend, some I'd pass on, and a couple on whom I remain undecided.
