These would be the smart lottery selections

Forget the college or draft-camp hype. Don't worry about who will sell the most tickets. Ignore what the experts are hearing from teams as we move closer to the draft. Based purely on basketball needs, here is what the 14 lottery teams should do with their picks:
1. Toronto Raptors
While no one will ever deny the value of selecting first overall in any draft, the fact is that the Raptors really do not need the first pick. Rife with youth and promise, the Raptors scored big in last year's draft with Charlie Villanueva and, to a lesser extent, with Joey Graham. Assuming they can max out Chris Bosh this offseason, they are set at the 3 and 4 for the foreseeable future.
