Teams now have until July 17th to negotiate contracts with this year's top free agents. But dire cap situations for all but three teams (Clipps, Bulls, Wizards) and the looming luxury tax will make things much quieter this summer. Only a handful of teams are even planning on using their mid-level exceptions this year.
