With three weeks remaining in the regular season, there is still a lot to be sorted out in the 2012 campaign.

As a result, it would be much easier to forecast ahead to 2013 once all the games this season have wrapped up. But by studying trends that have already become clear, critical value regarding next season's teams can be found now.

Along those investment lines, there are some clear "buys" in terms of up-and-coming programs that are building the foundation for 2013 with hard work and progress this season. These teams -- such as Notre Dame -- have blossomed into title contenders. On the flip side, there are some definitive "sell" stocks, programs whose best days may be in the rearview mirror, at least as it pertains to next season.

Here are the three programs I see as being on the decline (sells) heading into the 2013 campaign and three I think will be on the rise (buys):

Like Mike Bellotti, I believe the departure of Chip Kelly to the NFL is inevitable. If the Ducks run the table and get back to the BCS championship game, Kelly's star will never shine brighter. The success of college coaches Jim Harbaugh and Greg Schiano -- and the massive failure of NFL retreads Romeo Crennel and Mike Mularkey -- will add further fuel to the fire.
