Latest Top 30 draft ranking undergoes shakeup following college returnees

The official list of who's in and who's out of the 2013 NBA draft is finally in. Seven players from our last Big Board (April 19) -- Marcus Smart, Gary Harris, Glenn Robinson III, Mitch McGary, Isaiah Austin, James Michael McAdoo and Adriean Payne -- decided to return to college for another season.

Noel continues to look like the odds-on favorite to be the No. 1 pick. Looking at our various Lottery Mock Draft scenarios, Noel now comes out as the No. 1 pick in 84.8 percent of the scenarios generated. We project Noel to go No. 1 to the Magic, Bobcats, Cavaliers, Suns, Kings, Wizards, Raptors, 76ers and Mavericks. Those are pretty great odds.PREVIOUS RANKING: 1 | PLAYER CARD
