Where's Cruz's deal?

New York Giants WR Victor Cruz is an impending free agent, but we haven't been including him on the list of the other FAs at the position set to hit the market because Cruz's free agency is restricted. If the Giants and Cruz don't reach a long-term deal by the start of the new league year, they'll simply be assigning him a certain RFA value, and any team that attempts to sign Cruz away will have to send the Giants a draft pick at whatever level they assign. (RFA poachings are extraordinarily rare for this reason).
Nevertheless, one would expect that the Giants would want to get a multi-year deal done with Cruz to keep him off the market for multiple future seasons, and it's a little puzzling why this hasn't happened yet. For his part, the WR himself isn't too concerned.
"No, I'm not getting antsy at all," Cruz claimed Thursday from Radio Row at the Super Bowl, per the New York Daily News. "I'm just waiting my time. I know the Giants have a lot of decisions to make as far as all the other free agents we have. So I'm just being patient. I know they have to come around at some point."
No one really expects Cruz to be playing on any other team in 2013 and beyond -- the Giants would most likely match any other team's offer sheet -- but until a deal is done between the two sides, nothing's guaranteed.
