Waters, an Iowa Western Community College standout, will make his decision Thursday and will likely pick either Penn State or Kansas State. He won’t have time to visit Texas before then.
That could make Marshall, a dual-threat quarterback from Garden City (Kan.) Community College, a higher priority for Texas going forward, though UT has yet to offer.
